Overview
- From the 29th April 2010 all contacts for children and families where there is not an allocated worker or team will come via the Multi Agency Screening Team who will then process the contact
- Referrals will enter the system via the following process:
PAC's Produced by the Public Protection Desk:
- Information around Children and Young People who have come to the notice of the police and who are considered not to meet the 5 Every Child Matters Outcomes will be subject to checks on the police data bases. As a result of these checks a PAC will be completed.
- PAC's will be passed via secure email (CJSM) to the in- putters. (screening admin) The PAC's are then printed out for the screening manager to look at and process.
- Where a PAC raises concerns around the immediate safety of a Child or Young Person the Public Protection desk will alert the screening team manager immediately to allow work to commence in a timely manner. This PAC will then be processed.
- Where the PAC raises no concerns and the matter relates to petty crime/ one off truancy then the PAC will be printed off by the screening manager and considered in conjunction with the specialist health visiting team using information contained on both FI and RIO. If the child/ YP is not known to either system and there are no safeguarding concerns no FWI record for the child will be created and the PAC destroyed.
Referral from Other Sources:
- Where a referral comes in from another source the identity of the child/ YP will be checked on the FWI system.
- Cases that are either allocated to a social worker or have been allocated in the last 3 months will be passed to the manager of that team. The team will also be alerted by telephone.
- Where a child is known to another borough a FWI record will be created to include the details of the allocated social worker. The information will then be faxed to the named borough and they will be alerted by telephone.
Contacts for Unallocated Cases:
- This guidance relates to a child/ YP who is:
- Not currently allocated
- Has not been allocated in the last 3 months
- Is a Haringey resident
- The contact will be uploaded onto FWI and the contact/ referral episode sent to the screening manager for consideration. In conjunction with the Health Visiting Team and education data bases the screening administrator will ensure that FWI is updated to ensure GP/ Health visiting and school details are correct and all family members are linked.
- In considering further actions the screening manager will take account of the information provided in the contact, the child/ family history and the Threshold Document.
- Where there are either complex child in need concerns or safeguarding concerns the screening manager will discuss the referral with the duty manager who will action the referral.
- Where concerns are either unclear or it is concluded, based on the information given and past history, that the matter does not reach the threshold for Children's Social care the case will proceed to an Information and Advice Episode. This allows for the gathering of additional information including that held on RIO and education data bases. Taking into account the Threshold Guidance contacts that do not reach the threshold for Children's Social Care will be discussed with the referrer and processed as either single agency or CAF assessments,
- At the completion of this piece of work the screening manager will review the information and decide if further action is required.
- Contacts which require ongoing social work input will be passed to the designated Duty Team Manager for action.
- A letter will be sent to the referrer advising them of the conclusion of this process by screening.
